This guidance is provided for the use of the Scottish Public Pensions Agency (SPPA) as administrator of the National Health Service Pension Scheme 2015 (Scotland) (NHSPSS 2015) and is intended to supplement the Public Sector Transfer Club ("the Club") memorandum. This note does not apply to outer club transfers of final salary benefits.
This guidance should be used in conjunction with the approach set out in the Club Memorandum issued by the Cabinet Office (https://www.civilservicepensionscheme.org.uk/members/public-sector-transfer-club/).
The following changes have been made when reviewing this guidance:
- Important information around the expected audience for the guidance, use of the guidance, review of factors, compliance and limitations applies across all sets of guidance. Rather than being repeated in each set of guidance, this can now be found on the scheme home page. It is important to read this information alongside the guidance.
- Calculation methodology: No changes have been made to the calculation methodology.
- Examples: There are no examples in this guidance. Worked examples, using the calculation methodology, can be found in prior versions of the guidance (though please note that these use historic factors).
- Factor tables: The "Factor Tables" tab contains the names of the tables that are referenced in the calculation methodology. The tables of factors themselves can be found in the most recently published "Consolidated Factors Workbook" which is available by clicking the "Download current Consolidated Factors Workbook" button on the scheme's home page.
- Assumptions: The key assumptions underlying the factors in each note are contained in the Consolidated Factors Workbook.
- Regulations: The regulations that require the production of the actuarial factors and/or guidance that is the subject of this note are summarised in the "Regulations" tab.
The Government Actuary's Department (GAD) has provided CARE benefit adjustment factors (in the Consolidated Factors Workbook) to assist with the calculation of Club transfers into the NHSPSS 2015. The CARE benefit adjustment factors adjust the pension from the sending scheme to allow for differences in the scheme's retirement age, lump sum awards or the spouse's pension compared to that of the NHSPSS 2015 scheme.
On receipt of a Club transfer-in to the NHSPSS 2015 a member is provided with a pension credit (referred to in the Club memorandum as "pension pot"). This qualifies for revaluation whilst the member remains in active pensionable service in the NHSPSS 2015 in line with the sending scheme's provisions for in service revaluation (including any period between leaving the sending scheme and joining the NHSPSS 2015).
This guidance covers transfers received from the schemes listed in the CARE benefit adjustment factor tables in the Consolidated Factors Workbook. Table 1 below outlines the main benefits between schemes set up under the Public Service Pension Act 2013. Please note CARE benefit adjustment factors have not been provided for the Fire Pension Scheme Northern Ireland (2015). If a Club transfer in is received from the Fire Pension Scheme Northern Ireland (2015), please refer the case to GAD.
This guidance should not be used for transfers to the NHSPSS 2015 from the LGPS when the member has benefits in the LGPS 50/50 section. The full methodology set out in the the Club Memorandum should be used.
